Basketball Goals - How to keep a basketball goal from blowing over?

My beloved car must stay outside and my neighbors put up a basketball goal. the second night they put it up a storm hit and blew it over on top of my car. two days later another storm blew it over barely missing my car. How can they get this devilish hunk of metal to stay put? they have sand it in right now but thats way to light.
Cemetnte it into the ground, put heavy bricks on top, or tell the garbage man it is trash and they will take it away.
